Kenya Devolution Portal

Tachicom-Kenya in partnership with the International Center for Policy and Conflict successfully developed the Kenya Devolution Portal in a bid to enhance transparency and accountability of devolved governance systems in Kenya. A head of the launch of the portal; the two institutions have planned stakeholder engagements and feedback mechanisms to enable the tool work better.  The primary objectives of these ICT interventions are geared towards preventing conflict recurrence; promoting accountability and equality; and deepening a culture of justice, respect for human rights and democratic governance practices. The meaningful results are threefold:


a)    Promote a sustainable democratic human rights adhering society and human development;

b)    Cause a better understanding of the purpose,  transformative, interdependence and indivisibility effect of the transitional justice, human rights, human security and democratization processes;

c)    Strengthen and consolidate civil society transitional justice capacities and policy agenda towards effective devolution in Kenya. .

Below form the critical steps that were observed to full development. Tachicom-Kenya appreciates the support of all parties that saw this possible.




a)    Initiation


-       An assessment of organizational/county information and service needs

-       Generation of problem statements and concept approval

b)    Planning


i) The first area of planning deals with the preparation for deployment and integration:


-       Documentation and confirmation of system requirement specifications (Functional, Technical)


-        Development and documentation of system logical and functional designs


-        Specification of project scope


-       Development of implementation timetable and project plan


-       Identification of products and services required for the system


ii) The second and concurrent area of planning focuses on assuring the quality and success of the project rollout and includes:


-       Effective communication plan


-       Pro-active organizational change


-       Detailed risk management plan


-       Efficient change control plan


-       Measures for a thorough end-user and support staff training plan.


c)    Design and development



-       Rollout in accordance with the Project plan –Results in prototypes

-       Review of prototypes and feedback (Communication)

-       Approval of dummy and ultimate design

-       Design improvements and Implementation

-       Hold project team progress and training meetings


d)    Control



-       Hosting, Risk monitoring and control


-       Quality monitoring and control


-       Scope, Schedule and System Change Control


-       Reports and status reports


e)    Uptake/




-       Formal acceptance of the system when and when is installed


-       Testing/pilot


-       Post development training


-       Maintenance and update


f)     Communication

-Stakeholder meetings
